As the European Union’s Health Technology Assessment Regulation (HTAR) came into effect in January 2025, the Annual HTA Conference in Greece, themed “HTA in Transition: Delivering Value Through Inclusive Health Policies” serves as a pivotal forum to explore the evolving landscape of health technology assessment. This year’s conference aims to address the multifaceted challenges and opportunities presented by the new regulation, emphasizing the importance of inclusive and collaborative approaches in health policy development. By bringing together diverse perspectives, the conference seeks to foster dialogue and share best practices, ensuring that the transition under the HTAR leads to more inclusive, efficient, and patient-centered health policies across Europe and Greece.

The past decade has witnessed rapid advancements in health technologies, driven by breakthroughs in genomics, digital health, and artificial intelligence. As we stand at the cusp of a new era, it is critical to evaluate and adapt our approaches to Health Technology Assessment (HTA) to ensure that innovations translate into tangible patient benefits, sustainable healthcare systems, and equitable access.

Conference Highlights


  • Readiness for HTAR Implementation: With the HTAR’s application, Greece is taking significant steps to strengthen National HTA capacity and bolster its HTA infrastructure. Through the TSI mechanism it aims to organize its assessment procedures, train relevant stakeholders, identify national priorities and review and amend existing laws to support the new framework. In light of these discussions will center on the progress of our country in advancing readiness for an HTA in finalizing necessary procedures, guidance, and implementing acts to ensure a functional system.
  • Stakeholder Adaptation and Challenges: The conference will delve into how various stakeholders, including industry players, HTA Committee, and patient organizations, are adapting to the HTAR. Topics will include the industry’s preparation for increased PICO analyses, the role of AI in this adaptation, and the readiness for a National HTA body to utilize Joint Clinical Assessments (JCAs).
  • Patient Involvement and Sustainable Input: Recognizing the crucial role of patients, sessions will explore how patient organizations are preparing for the HTAR and the factors influencing sustainable patient input in the new framework.
  • Integration with Existing Initiatives: The conference will examine the HTAR’s relationship with existing regional initiatives like Beneluxa and the International Horizon Scanning Initiative (IHSI), discussing their mutual benefits and how to leverage these collaborations under the new regulation.
  • The Impact of Artificial Intelligence on HTA: Artificial intelligence (AI) is revolutionizing data analysis, predictive modeling, and decision-making within HTA frameworks. Our sessions will delve into AI’s role in streamlining evaluations, improving predictive accuracy, and addressing ethical considerations, ensuring that AI-driven insights support transparent and robust assessments.
  • Collaborating with Patients and Clinical Experts: The success of HTA depends on meaningful collaboration with patients and clinical experts. Their insights are invaluable for capturing real-world experiences, prioritizing outcomes, and guiding evidence generation.
